중국 정부는 구금된 페미니스트․LGBT 활동가 5명을 즉각 석방하고

페미니스트∙LGBT 활동가와 사회운동에 대한 탄압을 중단하라!

 

중국 정부는 지난 3월 6일 다섯 명의 페미니스트∙LGBT 활동가-리 팅팅, 웨이 팅팅, 젱 추란, 우 롱롱, 왕 만-을 체포했다. 그리고 이들은 18일 현재까지 여전히 구금 중이다. 이들은 3월 8일 세계여성의 날을 맞아 버스에 “성폭력 범죄자를 잡자 : 경찰은 와서 잡아가라!”라는 스티커를 붙이는 행동을 계획하고 있었으나, 한밤중에 갑자기 들이닥친 경찰에 의해 정확한 체포 이유도 고지 받지 못한 채 체포되었으며 핸드폰과 컴퓨터까지 압수당했다. 우리는 페미니스트∙LGBT활동에 대한 중국 정부의 탄압 행위를 강력히 규탄하며, 이 다섯 명의 활동가를 즉각 석방할 것을 촉구한다.

 

연행된 다섯 명의 활동가들을 비롯하여 최근 중국의 페미니스트․LGBT 활동가들은 중국 내 여성 및 성소수자의 권리를 위해 헌신적으로 활동해왔다. 성차별과 성폭력, 가정폭력, 성소수자 혐오, 에이즈에 대한 잘못된 인식에 맞섰으며 공공보건, 여성, 성소수자 권리를 위해 싸워왔다. 이들의 적극적인 행동은 중국 내에서 광범위한 공감과 지지를 얻어왔고, 그 결과 최근 중국에서는 최초의 반가정폭력법이 입안되었다. 그러나 중국 정부는 오히려 이 같은 변화를 이끌어낸 활동가들의 자유와 권리를 침탈했다.

 

우리는 특별히 시진핑 정부가 사회운동 활동가와 단체에 대한 감시와 통제를 강화하고 있다는 점을 우려한다. 최근 중국에서 페미니스트와 LGBT 활동가들에 대한 감시는 일상적으로 이뤄지고 있으며 계획된 행사가 경찰에 의해 폐쇄되는 경우도 빈번하다. 특히 이번 체포에 근거가 되었다고 하는 소위 "공공질서 소란죄"는 자의적인 해석으로 인해 사회운동 활동가를 처벌하는 전가의 보도로 활용되고 있다. 또한 이러한 통제는 중국 내 주요 행사를 앞두고 더욱 강화되는데, 우리는 이번 활동가들의 체포 역시 대규모 정치 행사인 전국인민대표회의 기간 중에 일어났으며, 무엇보다 올해가 북경 세계여성대회 20주년이 되는 해라는 점에 주목한다. 따라서 이번 페미니스트․LBGT 활동가들에 대한 체포와 구금은 앞으로도 활동가들과 사회운동 단체들에 대한 더욱 심각한 탄압으로 이어질 수 있다는 점에서 큰 우려를 하지 않을 수가 없다.

 

중국 정부가 구금하고자 하는 것은 활동가 다섯 명이 아니라 정부에 비판적인 의견을 가지는 사회운동 그 자체이며, 이 때문에 활동가들의 구금은 개인들에 대한 폭력일 뿐 아니라 사회운동 전반에 대한 탄압이고, 변화하고 살아있고자 하는 사회 구성원 모두에 대한 폭력이다.

그러나 아무리 강력한 통제와 감시, 탄압도 더 나은 삶을 꿈꾸는 사람들의 바람과 실천을 막을 수는 없다. 우리는 여성과 성소수자에 대한 폭력에 반대하고 모든 인간의 자유와 권리를 옹호하는 한국의 사회운동단체 및 개인으로서, 체포된 다섯 명의 활동가를 포함하여 정부의 탄압으로 어려운 상황에 놓인 중국의 페미니스트․LGBT 활동가들에게 깊은 지지와 연대의 마음을 전한다.

우리는 한 개인의 삶이 국경을 넘는 다른 이들의 삶과 연결되어 있음을 믿는다.

온전한 집회결사 및 언론의 자유와 권리를 보장하라!

 

우리는 구금된 활동가들이 안전하게 석방되고 페미니스트, LBGT 활동가들과 사회운동에 대한 탄압이 중단될 때까지 가능한 모든 방법을 통해 이 투쟁과 함께 할 것이다.

中国政府应立即释放被囚禁的女性主义LGBT的5名活动家

停止对女性主义LGBT活动家与社会运动的镇压

3月6日, 中国政府逮捕了5名女性主义-LGBT(女同性恋者Lesbian、男同性恋者Gay、双性恋者Bisexual, 和跨性别者Transgender)活动家-李婷婷、韦婷婷、郑楚然、武嵘嵘、王曼。但是至18日为止，他们仍然被囚禁中。他们在3月8日国家妇女节前夕，计划在公交车上张贴贴纸「抓性骚扰啦，奔跑吧警察！」但警察突然在深夜里突袭，在未告知理由的情况下，逮捕她们，甚至连手机与电脑都被没收。我们强烈地谴责中国政府对于女性主义LGBT活动的镇压行为，呼吁立即释放这5名活动家。

 

被逮捕的5名活动家以及最近中国的女性主义LGBT活动家们，向来献身于捍卫中国的女性和性少数的权利，她们挑战了关于性暴力、家庭暴力、性少数的污名化和艾滋病的错误认识，为了捍卫公共保健与性少数的权利而奋斗，这些积极的行动在中国向来得到广泛的回响与支持，因而中国正在审议第一部反家庭暴力法，但是中国政府却侵害了带来这些变化的活动家的自由和权利。

 

我们特别担忧习近平政府正在强化对社会运动活动家和团体的监视与控制，最近中国的女性主义者和LGBT活动家们所遭遇的监视行为，是日常性的，而且计划好的活动常常遭受警察的封锁，尤其「寻衅滋事罪」，是这次逮捕的根据。这个法律已经被任意地解释而成为处罚社会运动活动家的杀手锏。

 

这些控制尤其在中国招开两会前更加强化，我们特别关注这次逮捕活动家的事情，正好在作为大规模政治活动的全国人民代表大会的举办期间发生。而且今年正逢北京国际妇女大会20周年，因此这次的逮捕和囚禁有可能发展成对活动家与社会团体更严厉的镇压，所以我们不能不担忧。

 

中国政府囚禁的对象不只是5个活动家，而是对政府带有批判性意见的社会运动本身，因此囚禁活动家不只是对个人的暴力，而且是对整体社会运动的镇压，更是对所有期待变化、追求生活的人们的暴力。但不管是多么强烈的控制、监视和镇压，都无法阻止人们梦想更好生活之希望与实践。我们做为反对对女性和性少数的暴力，以及拥护所有人的自由和权利的韩国社会运动团体与个人，衷心地向被逮捕的5名活动家以及因政府镇压而处于困境的中国女性主义LGBT活动家们，表示深深地支持与连带之情，我们相信一个人的生活也关连到跨越国境的他人的生活。我们呼吁「中国政府立即释放被囚禁的女性主义LGBT的5名女性活动家」、「停止对包括女性主义LGBT活动家和社会运动的镇压」，我们呼吁中国政府保障健全的集会、结社、言论的自由和权利。直到被囚禁的活动家被安全释放，直到对于女性主义LGBT活动家和社会运动的镇压停止，我们会尽全力动用所有的方法与她们一起斗争下去。

[Joint Statement]

 

We urge Chinese government to release the five detained feminist-LGBT activists and to stop oppression against feminists, LGBT activists and social movement.

 

On the 6th of March, Chinese government arrested five feminists-LGBT activists (Li Tingting, Wei Tingting, Cheng Churan, Wu Rongrong, Wang Mann). And they still remain in custody. They planned to put stickers on buses saying "Catch sexual harassers : come get'em, police!". But the police arrested them not sexual harasseres. The activists couldn't get any notice about the reason they're arrested. And their mobiles and computers were confiscated by police. We condemn Chinese government’s oppression against feminists and LGBT activists, and urge to release five activists immediately.

 

Including the five activists, feminists and LGBT activists of China were devoted to work for the rights of women and sexual minorities in China. They have been standing against sexual discrimination, sexual violence, domestic violence, homophobic and hatred towards sexual minorities, and prejudice against AIDS and the people living with HIV/AIDS. Their active actions have been widely gained the sympathy and support of Chinese people. So they could raise support for China’s first-ever national law on domestic violence. But Chinese Government took the rights and freedom of these activists who have been leading this important change.

 

Especially, We concern that the government, Xi Jinping is strengthening surveillance and controls against activists and social movement organizations. Recently, feminists and LGBT activists are routinely under surveillance. and events are frequently shut down by police. Furthermore, the crime of ‘picking quarrels and provoking troubles’ which was basis of the arrest, is abusing to oppress activists as arbitrary interpretation of the law. We note that Chinese government tends to strengthen their controls against activists ahead of major events. These activists also arrested in the midst of the annual National People’s Congress. Above all, this year is the 20th anniversary of the UN 4th World Conference on Women in Beijing. So we deeply concern about this situation because this could continue to more serious oppression against other activists.

 

What Chinese government want to detain is not only these five activists but also any social movement which has critical opinions. So, their detention is not the violence against them but against all of social movements and people who want change. But any strong controls and surveillance won't be able to obstruct aspirations and actions of people.

Korean social movement organizations, activists and individuals who oppose violence against women and sexual minorities, and support the rights and freedom for everyone, as the friends of Chinese activists, we convey support and solidarity from deep down in our heart to the detained activists. And we also convey our heart to all of feminists and LGBT activists who are in hard situations by the oppression of Chinese government. We believe we are connecting each other across the border.

 

We urge Chinese government to release Li Tingting, Wei Tingting, Cheng Churan, Wu Rongrong and Wang Mann!

Stop the oppression against feminists, LGBT activists and social movement!

Guarantee freedom and rights of speech, assembly and association!

 

Until the detained activists are safely released and oppression against activists be stopped, We’ll continue to struggle together!
